EMPLOYEE MOTIVATION IN PUBLIC SECTOR IN ANGOLA


 


      The work of Employees in Public Sector is a noble job no matter how simple; their work is still serving the public, thus the value of their work and their performance if not properly compensated with basic and equal rights may create a problem on the workplace. Employees who suffered from low paying and low moral job would feel inadequate and may tend to demand more than they deserved. Employees who feel that same way may take advantage of their position that may lead to low performance and negligence until they may find themselves looking for another job that can appreciate their qualification and will give them a bigger salary or worst they may be involve in such illegal activities including  corruption. Public Employees may tend to use their time sleeping on the job, faking bandy clock, using funds and problems like these ones. This has been the problem of many government agencies including the ministry of external relation in Angola.


      The Angola Government since then has been developing employee motivation and performance appraisal program for public servants; they tend to measure such inadequacy of employees to bring about changes in their performance in their particular position and respective government agencies where they belong. But until today the problem of poor performance still arises in many public sectors. The Angolan Government has provided public employees with equal opportunities to work based on their competencies and qualification which is fair and just. Their Human Resource Personnel have been providing direct rules and regulation that will supervise labor regulation activities. In fact there is a uniform Human Resource Management practice in both public and private organization in Angola.


      In spite of the dedicated commitment of the government to take precautionary measures in taking care of employees; the ever rising needs of economic and global changes of basic commodities have somehow put a greater demand of people’s standard of living to want more since their salary and wages still could not suffice their basic needs. Employees tend to resign from their job to look for a greener pasture in a private company or to work abroad. This situation is not acceptable but not necessarily weakens the public sector but the needs for a higher performance for employees have become the problem in public sector today.


      In their present economy the government must re program their employees in public sectors to commit a reform and changes in their function. They must create a motivating factor to regain the employee’s competitive strength and efficiency to work and to serve the country. There are many things to consider in motivating such employees to achieve such objectives and this are the following;


·         First and foremost is giving employees competitive salaries and wages if possible since this has been the best motivating factor of employees to work efficiently. This is not to say that they have not been receiving an equal amount. Employees deserved the necessary benefits if they are qualified. These include the government security system program, health benefits and other basic financial incentives accordingly.   


·          Give them the cutting edge competency training program to uplift the employee’s necessary skills at work depending on their position and qualification. This will empower the employees and basically give them the motivation to work efficiently if they are knowledgeable about the job.


·          Hire only the most qualified individual that is not hard to train, people who have the necessary competitive knowledge and skills to get the job done.


·         Remind and compromise the employees clearly about their position and job function to serve the people. Inform them about the importance and value of their work is for the sake of the public. Remind them that they are civil servant and they have a constitutional role for perform. 


·         Giving a special citation, recognition or promotion to the best performer, those who perform well. It should motivate employees to solidify their work process.


      In order to thoroughly clean and reform such government agencies such as ministry of external relation etc. Government should implement the given policy that will control employees. The Human Resource Management rules for employees that are caught violating such rules like non performance, employee’s who are caught sleeping on the job, living their work position or caught in a dishonest dealings should have a sanction. They should be given the penalty or disciplinary action of demotion or basically remove them in their position if they deserved it. These are not punishment to scare employees but another motivating factor at work in disguise.
