ROOT CAUSE OF PROBLEM IN SOUTH SUDAN AND ROLE OF UNITED NATION POLICE IN BUILDING THE POLICE SERVICE OF THE REGION     INTRODUCTION Sudan is an African country, largest in the African Continent and tenth largest in the world with respect to the geographical area. This country presently undergoing through complex political problems which has its roots in the history apart from socio economic issues which had certainly contributed towards unmaking of the country. This country had seen two long episodes of Civil war which has taken toll of million of peoples and resulted large number of human displacement. Acute Human Rights problem is in the Darfur region, west of the country. Although Darfur is not the scope of this research. Rest of the country can be divided in south Sudan (Christian-Tribal dominance and very poorly developed) and North Sudan (with Islamic dominance but better developed vis-à-vis South Sudan). Presently problem of Power and Resource (mainly Oil) sharing between North and South, bad law & order situations, Mobilization of armed personnel towards civil life, generation and development of Law enforcement agency (Police) etc. are few issues which are at the top of the agenda as per the CPA and Mandate of the UN. Comprehensive Peace Agreement (CPA) is in force hence United Nation is running its Mission in the area as UNMIS.   STATEMENT OF THE PROBLEM The research implies to several problems and issues as faced by Sudan Police Services that acquaints to certain peace issues and humanitarian rights and conflicts of the region upon such role of the United Nations as can be limited in building of effective police service in Sudan. The issues lead to peace keeping problems as there conflicting ideas that affect Sudan, UN and police centered force.   NATURE AND SCOPE OF STUDY In academic circles, magnitude of the Sudan-Darfur conflict has served to qualify the theory that views violence and war as socially acceptable conflict resolution mechanisms, the perspective overlooks the vicious cycle associated with the use of violence to resolve disputes between and within groups. The UN and the international community are thus compelled to broaden their focus to include the eradication of poverty and hunger, as well as the causes of conflicts and natural calamities, in order to address the nexus between socio-economic and human security factors. UN, called for collective action to eradicate sources of human insecurity, especially conflicts. Among others, such efforts at the normative level include global consensus on “embracing and operationalising the key principles relating to the ‘responsibility to protect’, as the framework for collective action against genocide, ethnic cleansing and crimes against humanity, use of military force, to restore civilian peace and security. The scale of the humanitarian catastrophe in the Darfur conflict thus compelled the UN to galvanize international consensus that the Khartoum administration was failing in its responsibility to protect its citizens in Darfur, the urgent need for the UN to take over the peace mission in Darfur. In addition, for Darfur another Mission is going on as UNAMID which is out of the purview of this thesis. In UNMIS various activities are going on for helping the nation to come out of the problem and building it. These activities include Humanitarian assistance, Rule of Law, Human Rights, Gender Issues, HIV issues, DDR, Police activities etc. As I belong to the Police Service my intention to assess the impact of the UN Police activities on the general masses of the people of South Sudan and to suggest corrections wherever it is needed based on my studies. It is important to note that UN Police is not involved in executive work in Sudan as per the agreement of CPA and the Mandate of the United Nation but its activities are concentrated towards training the police service of Sudan , reforming and restructuring them, providing assistance in bringing them at par with any other democratic police of the world. Therefore community policing is important area of UN police activity.   REVIEW OF LITERATURE Matheba noted “traditional conceptions of security were parochial and often aligned with the state and military. Accordingly, peace was synonymous with an absence of war as focused primarily on war and war machines rather than on non-military threats to security” (Matheba, 2005, pp. 49–50). Thus, “Mahlako expands the discourse around security as follows: human security also reinforces human dignity. People’s horizons extend far beyond survival to matters of love, culture and faith. Protecting core of activities and abilities is essential for human security, but that alone is not enough. Human security must also aim at developing the capabilities of individuals and communities to make informed choices and to act on behalf of causes and interests in many spheres of life as builds on people’s efforts; strengthens what they do for themselves” (Mahlako, 2005, p. 5). The AU’s Common African Defense and Security Policy defines human security as “encompassing both the traditional state-centric notion of survival of the state and its protection by the military from external aggression, as well as the non-military notion which is informed by the new international environment and the high incidence of intra-state conflict”. (African Union, 2005, p. 4). Sudan security should look beyond safety measures in terms of armed conflicts, to safety measures that ensure provision of the basic needs of ordinary civilians, taking into account their human dignity and acknowledging their human rights (Cawthra, 2004, p. 30). Since the establishment of the UN system, traditional peacekeeping deployments involving large military observers and forces were employed to restore peace, especially during inter-state wars and conflicts. UN and the international community have had to contend with complex emergencies, employing multidimensional and multidisciplinary peace mission deployments, not only to keep the peace, but to establish foundations for post-conflict peace building and reconstruction. Mlotha explains the paradigm of complex multidimensional peace missions as “addressing a wide range of social, humanitarian, political and legal challenges in order to achieve a comprehensive settlement of disputes” (Mlotha, unpublished, p. 10). The UN should be given the mandate to use maximum force to restore peace and security. “Human Rights Watch noted Khartoum has feigned lame efforts to hold those responsible to account. The climate of impunity is nothing new for Sudan. Impunity for massive abuses of human rights committed by the army and ethnic militias in the separate twenty-one year civil war in southern Sudan undoubtedly contributed to the use of similar tactics in Darfur” (hrw.org, 2005).   OBJECTIVES OF THE STUDY The objectives of the study implies to the understanding and recognizing of acceptable root causes that Sudan faces in lieu to police services of the region and the causal notion pointing to UN’s role in building police services that are effective and desirable for peace keeping missions in South Sudan. To integrate salient points as part of the literature review and the organization of important information as provided by research based knowledge and application of several principles and themes in order to achieve evidenced based discussion and analysis of the literature. To gather and collate informative ideas and concepts focusing on the keywords, Sudan, Police and the United Nations and create and execute appropriate methodology tool in form of case survey assimilation stance.   HYPOTHESIS H1: United Nations bring about positive role for building police services in South Sudan through humanitarian process and awareness of peace conflicts H2: United Nations bring about negative role for building police services in South Sudan through humanitarian process and awareness of peace conflicts H3: Police services in South Sudan has positive impact on the UN role in such peace functions H4: Police services in South Sudan has negative impact on the UN role in such peace functions   RESEARCH METHODOLOGY The research methodology will be in form of case study approach looking into secondary resources that gives precise viewpoint towards Sudan, its police services built up and UN roles about the matter. This adheres to press releases that deal to the relevance of key assumptions in research as well as several reviewed articles and journals that in a way focuses on Sudan’s police and the United Nations respectively. This is due to the fact that each and every company is connected to another organizations or businesses, whether it is a supplier, customer as well as the third-party logistics provider or the intermediary. Therefore, the performance of each entities or each firm is dependent on the different advantages and disadvantages, strengths and weaknesses of its other partners in their overall supply chain (Jespersen & Skjott-Larsen 2005, p. 7). Aims and Objectives                 The main aim of the study is to evaluate how integrating supply chain and logistic can help to increase profit. In line with this, the following are the specific objectives of the study: ·         To assess the importance of supply chain in an organization; ·         To analyze the importance of logistics in supply chain; ·         To appraise the connections of supply chain and logistics; ·         To evaluate how this connections can offer competitive advantages towards the company; and ·         To recommend actions and strategies to be applied in supply chain and logistics integrations. Methodology The research study to be used in the proposed study will be descriptive method. According to Creswell (1994) it intends to present facts about the nature and status of a situation as it exists at the time of the study. In addition, it also concerns with the relationships and practices that exist, beliefs and processes that are ongoing, effects that are being felt or trends that are developing (Best 1970). Therefore, it can be helpful in order to describe the current conditions and situations based on the impressions and perceptions of the respondents of the study (Creswell 1994). Both qualitative and quantitative data will be gathered for this study. This is to ensure that both non-statistical and statistical data will be used in order to support the findings and result of the study. Data Collection Surveys will be implemented in the study. Surveys are the most common form of research method for collection of primary data (Commonwealth of Learning, 2000). One of its purpose is to describe, e.g., to count the frequency of some event or to assess the distribution of some variables such as proportion of the population of different age groups, sex, religion, castes and languages, knowledge, attitude and adaption of practices about particular issues, and other information of similar nature about the population (Commonwealth of Learning, 2000). Survey interview and questionnaire will be used in this study, which will be used in order to gather primary data. On the other hand, secondary data will be gathered from different online libraries and databases which include BMJ, EMERALD, SCIENCE DIRECT, EBSCO, QUESTIA and GOOGLE BOOK. Sample Population             The target population for this research is 50 managers in the marketing department, in the unit of procurement, purchasing, logistics and supply chain. They will be selected randomly in order to prevent bias from the researcher. Data Analysis The data results of the study will be analyzed by determining their corresponding frequency, percentage and weighted mean. Impact of ICT in Medicine   Introduction During the industrial revolution, medicine changes in many forms, in many times, regressing. There had been lack in care and the ability to maintain public health facilities. As the church taught God-sent illnesses and that repentance eradicates evil, many people believed that pilgrimage could cure them (Schools History). Apart from this, opioids were sold without restrictions and labels on bottles gave no indication of addictive ingredients (Lewis, 2000). Despite medical disparities, there were also examples of good practices. Most trained doctors that use Hippocrates’ teachings developed diagnosis through urine sampling (Schools History). In the 19th century, medicine was revolutionized. Advancements in chemistry and the subsequent improvement on laboratory techniques and equipments made bacteriology possible. Vaccines and antiseptics were developed. It reflects the idea on how people recognize that there are several sources of diseases aside from insanitation and malnutrition. It was also during this time that more women participated in the male-dominated medical arena (Broomhall, 2004, p. 11). Having said all of these, it was proven that medicine moves along with the changes in its surrounding including technological changes.     As technology grew larger and reached almost every corner of the world, the nature and dynamic of medicine can be altered. The medicine community’s role will depend on the extent of the utilization of technology in their conduct. But since the medicinal endeavor possesses knowledge of human performance, only the most competitive and effective technological applications will be implemented. As an emerged key competitive asset, the medicine community must meet future competitive advantages; so, they must keep pace with increasing shift in focus of organizations from manual to technological operation. In this study, how technology impacts the medicine community will be investigated.   Aims and Objectives The main aim of this study is to explore to what extent and in what specific ways technology impacts medicine. Technology is said to influence virtually all industries and sectors directly and indirectly, and medicine is not an exemption. The Relationship between Using Authentic Local Materials and Better Understanding of English Language on Malaysian Adult Learners   Field of Research             In general, this study will be devoted to language education as the field of research. Language education is simply the teaching and learning of a specific language. Although language education primarily aims at improving the learner’s native language competency, language education is more commonly used relating to second language acquisition. As such, this research will specifically focus on TEFL or Teaching English as a Foreign Language. TELF refers to teaching English as a second language to students who are not native English speakers.    Topic of Research Proposal             In this proposal, the discussion will center on the correlation between the utilization of authentic local materials and effectiveness of TEFL. The topic will be considered in the Malaysian context wherein the spotlight will be given to adult learners.      Background or a brief literature review on the research topic The increasingly globalize world requires producing former students or alumnae whom are critical and competent and capable of meeting personal and professional requirements. Learning then necessitates generating individuals who have the language skills and capabilities. Malaysian adult learners are known to have cultural partiality when it comes to learning. It was discovered by Tan and Pillay (2008) that Malaysian adult learners depend on cultural practices when it comes to understanding and memorizing as well as on learning motivations. Nevertheless, Malaysian adult learners regard any form of learning as an antecedent of life long learning.                 According to Ming and Alias (2007), English is a compulsory subject as taught to students regardless of their disciplines. Unfortunately, despite learning English in schools learners are rather weak in acquiring the competence. This is because teaching English language education in Malaysia tends to be very teacher-centered. Another reason would be the fact that despite the inherent capabilities of Malaysian adult learners to adapt to the different learning styles there could be the lack of awareness of language learning processes. Baharum, Tretiakov and Kinshuk (2007) relates that the quality of English language spoken by Malaysians is relatively poor compared to that of the Malaysian Chinese and Indian. The emergence of the new variety of English known as Malay English or “Manglish” is a significant contributor of this (Preshouse, 2001).   Under the communicative language principle, the utilization of authentic materials could directly implicate the achievement of high English proficiency levels. There is an ongoing debate on the levels of usefulness of authentic materials in classroom settings or otherwise. Authentic materials are defined as the materials that have been produced to fulfill some special purpose in the language community (as cited in Martinez, 2002).These are the materials which are designed for native speakers of English. Thus, the significance of using such materials lies in exposure to real discourse aside from the intrinsic educational value. Further, language changes are being reflected on the materials so that teachers and learners can keep abreast of the changes. On the other hand, one disadvantage of using authentic materials would be its facilitation which is dependent on the teaching style and learning setting (Martinez, 2002).   Objective of Study                         The main purpose of this research is to analyze whether the utilization of local authentic materials could lead in the development of better English language understanding. The study will consider the case of Malaysian adult learners. Specifically, the study will seek to address the following research objectives:   ·         To explore the effectiveness of local authentic materials in acquiring English language proficiency ·         To determine real-life examples of authentic materials used and for what specific purpose ·         To evaluate the learning characteristics of Malaysian adult learners when it comes to learning English as a second language   Methodology of study             As the researcher, I will incorporate a hybrid approach wherein the first method to be used is the library research. I will be collecting and analyzing literatures which could help in understating the basic and advance concepts that are related with English language education and utilization of authentic materials as an English language teaching technique. The secondary sources of data will come from various published and unpublished articles, academic journals and theses and related studies. Acquiring secondary data are more convenient to use because they are already condensed and organized. Moreover, analysis and interpretation are done more easily.               The second method would be field research which could be carried out through surveying. Surveys are the most common research method. The descriptive survey of the population is valuable in understanding the audience, and in the definition of the existence and magnitude of the problems, and the survey data are also helpful in determining cause and effect relationships between variables (Commonwealth of Learning, 2000). Semi-structured questionnaires will be used as the instrument. Accordingly, semi-structured interviews provide the researcher the opportunity to ‘probe’ answers, which can be done in instances where there is a need or want for the interviewees to explain further or build on their responses.               In addition, the qualitative elements that do not have standard measures such as behavior, attitudes, opinions, and beliefs within the organizational domain will be analyzed. Structured observation then will be applied. Structured observation is recorded according to an observation guide. However, the structured observation will be only applied to the interviewees and the researcher herself will be the observer but will try her best to avoid observer bias to ensure reliability. The uses of computers by art students in higher institution   1.0 Introduction           Technology is invading virtually every aspect of the modern society and that the impact is increasingly becoming important on how we interact and we learn. Albeit the rapid changes in technological development, the real gain of computers is not on understanding what computers can and cannot do but rather building on how students shall interact with today’s computers. In simpler terms, the teaching and learning process shall devote its energy on incremental adaptation to dynamic systems. Where comparative learning systems fail to deliver, computer-based contents allow students significant levels of individual engagement and interactivity. Second is the personalization whereby though computer learning is a one-on-one experience by nature, the process alleviates the paradigm of large classes with minimal human intervention. As such, the use of computers provides for individualized speed of attainment that suits personal needs and capabilities.           Further, there are benefits that the use of computers is providing the youth. First is the early skills acquisition. As argued, “as with all fundamental skills, the earlier the education system allows students to become familiar with technology the greater will be their depth of understanding and effectiveness of using it” (Josephson, 2002, p. 2).This highly-individualized process of learning could be expounded into collaborative learning making possible the optimization of acquired knowledge and competencies while minimizing the risks. The utilization of computers for art students is also a powerful avenue to enhance the creativity of these students.   2.0 Statement of the problem           The problem now is how the art students are making sense of technology in terms of learning thereby knowing how art students interact with technological advancements. What computers can offer that the traditional teaching method cannot can be also considered. Students through their computer experience demonstrate improved higher levels of critical thinking and problem-solving as well as increased creativity.  Whether technology is the best instrument to teach art students of what they have to know is also not known. 3.0 Aims and objectives           In lieu with this, the main aim of the study is to investigate the utility of computers to art students. The following objectives will be addressed: 1)   To determine the benefits and drawbacks of computer utilisation to art students 2)   To analyse the challenges that art students are currently experiencing when it comes to computer utilisation 3)   To evaluate the diversity in computer utilisation of art students 4)   To determine in what ways computer utilisation can aid the art students learning process 4.0 Overview of methodology The research strategy that the study will utilize is the descriptive method. A descriptive research intends to present facts concerning the nature and status of a situation, as it exists at the time of the study and to describe present conditions, events or systems based on the impressions or reactions of the respondents of the research (Creswell, 1994). It is also concerned with relationships and practices that exist, beliefs and processes that are ongoing, effects that are being felt, or trends that are developing (Best, 1970). This research is also cross-sectional because of limited time. This research is a study of a particular phenomenon (or phenomena) at a particular time. (Saunders et al, 2003) Accordingly, cross-sectional studies often employ the survey strategy. In this study, primary and secondary research will be both incorporated. The reason for this is to be able to provide adequate discussion for the readers that will help them understand more about the issue and the different variables that involve with it. The primary data for the study will be represented by the survey results that will be acquired from the respondents. On the other hand, the literature reviews to be presented in the second chapter of the study will represent the secondary data of the study. The secondary sources of data will come from published articles from medical books and journals and theses and related studies. The survey method, also known as the questionnaire method, will be used in gathering the data for this study. Surveys are the most common form of research method for collection of primary data. The descriptive survey of the population is valuable in understanding the audience, and in the definition of the existence and magnitude of the problems, and the survey data are also helpful in determining cause and effect relationships between variables.   References Best, J.
